This is a study of the effectiveness of aid that the North provides to help the economic development of the South. The author aims to range over the whole area of Western aid, and present the facts of what has and what has not been achieved. This text, and its data, have been fully revised.

The author is concerned to reveal flaws in the assumptions on which much of modern economic analysis is based, while showing how economists can still contribute to the management of an economy subject to social and political pressures.

This is the first comprehensive account in any language of Israel's central labour organization (the Histradut) and the Israeli Labour Party.
