Decades have passed since Steven Wolfe gave up his vigilante lifestyle following the death of his partner. Situations do not always stay settled however and he is forced out of retirement when his most dangerous adversary, an anarchist known as The Music Man, escapes from prison with the solitary goal of revenge on the man who put him there in the first place. Alongside his daughter Gabriella and a former ally and reporter Victoria Connelly, Steven sets out to stop The Music Man once and for all.

Victoria Connelly is dead and Gabriella Wolfe has taken over the duties that come with protecting the world from threats. She now finds herself up to her eyes in problems as newly emboldened criminals with endowments are running amuck, a eugenics company is trying to seize control in the confusion, and a pair of criminals from an alternate universe have appeared with unknown motivations. It is up to Gabriella to bring people together and restore order in the city she has been tasked with protecting.
