Harbor City, Illinois has been pushed to the brink of irrelevancy by a global virus that caused the death of thousands of residents, along with its economy and social standing. Ill-fated political decisions by corrupt elected officials have brought the city to its knees, overwhelmed by disease, crime and apathy. The violent murder of billionaire financier Charles Winston's socialite wife appears to be the death blow for the once-thriving metropolis. Now, a new tormentor has arrived, its wrath being felt by criminals and politicians who capitalized on the pandemic to breed more violence and corruption; the unseen vigilante who calls himself 'The Black Plague.' As Winston grapples with the loss of his wife and the destruction of his hometown, disgraced former detective Keith Lincoln uses his whistleblower website and street connections to track down the murderous man in black. His old friend, grizzled veteran Lieutenant Clayton Morgan, has been charged with bringing the vigilante to justice before innocents are caught in the crossfire. Together, they find themselves in a race against time to prevent a bloodbath, though a sea of lies and a dangerous new mob boss stands in their way.
