Foi em 1977 - há mais de 40 anos! - que foram publicadas as conclusões de um importante estudo sobre o subdesenvolvimento, encomendado pelas Nações Unidas. Realizado por uma equipa de especialistas de renome, liderada pelo famoso economista-estatístico Wassily Leontief (daí o nome "Leontief's Expertise" dado a este importante trabalho), o estudo chegou a conclusões tão ousadas que pelo menos uma delas deveria ter sido uma bomba. Eis a conclusão: "Os verdadeiros obstáculos ao desenvolvimento do Terceiro Mundo, em geral, e da África Subsariana, em particular, não são físicos (ou seja, não estão relacionados com o clima, o relevo, a presença ou ausência de grandes rios...); pelo contrário, esses obstáculos são humanos (ou seja, estão relacionados com a organização política, social e institucional)". Por outras palavras, a chave do desenvolvimento destas regiões não está directamente nas mãos do Deus Criador, mas sim nas mãos dos ... dos seus filhos que aí vivem!

Die Studie wurde von einem Team herausragender Experten unter der Leitung des berühmten Ökonomen und Statistikers Wassily Léontief durchgeführt (daher der Name "Léontief-Expertise" für diese wichtige Arbeit) und enthielt so gewagte Schlussfolgerungen, dass zumindest eine davon wie eine Bombe hätte einschlagen müssen.
