Many studies during the past few decades have sought to determine whether the death penalty has any deterrent effect on homicide rates. Researchers have reached widely varying, even contradictory, conclusions. Some studies have concluded that the threat of capital punishment deters murders, saving large numbers of lives; other studies have concluded that executions actually increase homicides; still others, that executions have no effect on murder rates. Commentary among researchers, advocates, and policymakers on the scientific validity of the findings has sometimes been acrimonious.Against this backdrop, the National Research Council report Deterrence and the Death Penalty assesses whether the available evidence provides a scientific basis for answering questions of if and how the death penalty affects homicide rates. This new report from the Committee on Law and Justice concludes that research to date on the effect of capital punishment on homicide rates is not useful in determining whether the death penalty increases, decreases, or has no effect on these rates. The key question is whether capital punishment is less or more effective as a deterrent than alternative punishments, such as a life sentence without the possibility of parole. Yet none of the research that has been done accounted for the possible effect of noncapital punishments on homicide rates. The report recommends new avenues of research that may provide broader insight into any deterrent effects from both capital and noncapital punishments.

Climate change poses challenges as well as opportunities for businesses and, broadly speaking for the entire economy. Businesses will be challenged to provide services or products with less harmful influence on the climate; respond to a changing policy, regulatory, and market environment; and provide new services and products to help address the challenges of a changing climate. Many businesses are beginning to see climate change as another context within which they need to consider their core functions of strategy, finance, operations, marketing, and their regulatory environments, a context that poses both risks and opportunities. Climate Change Education: Preparing Current and Future Business Leaders is the summary of a workshop hosted by the National Research Council's Board on Science Education in March 2013 to explore issues associated with teaching climate change-related topics in business schools. The workshop focused on major gaps in understanding of climate and sustainability education in postsecondary professional schools of business. The workshop also connected the topic of climate education for current and future business leaders with a broader discussion on climate change education and how they influence and can benefit each other. This report discusses the role that business schools could play in preparing future corporate leaders for the challenges and opportunities that climate change poses.
Proper formulation of diets for horses depends on adequate knowledge of their nutrient requirements. These requirements depend on the breed and age of the horse and whether it is exercising, pregnant, or lactating. A great deal of new information has been accumulated since the publication 17 years ago of the last edition of Nutrient Requirements of Horses. This new edition features a detailed review of scientific literature, summarizing all the latest information, and provides a new set of requirements based on revised data. Also included is updated information on the composition of feeds, feed additives, and other compounds routinely fed to horses. The effects of physiological factors, such as exercise, and environmental factors, such as temperature and humidity, are covered, as well. Nutrient Requirements of Horses also contains information on several nutritional and metabolic diseases that horses often have. Designed primarily as a reference, both practical and technical, Nutrient Requirements of Horses is intended to ensure that the diets of horses and other equids contain adequate amounts of nutrients and that the intakes of certain nutrients are not so excessive that they inhibit performance or impair health. This book is primarily intended for animal nutritionists, veterinarians, and other scientists; however, individual horse owners and managers will also find some of this material useful. Professors who teach graduate courses in animal nutrition will find Nutrient Requirements of Horses beneficial as a textbook.

"Undergraduate Chemistry Education is the summary of a workshop convened in May 2013 by the Chemical Science Roundtable of the National Research Council to explore the current state of undergraduate chemistry education. Research and innovation in undergraduate chemistry education has been done for many years, and one goal of this workshop was to assist in the transfer of lessons learned from the education research community to faculty members whose expertise lies in the field of chemistry rather than in education. Through formal presentations and panel discussions, participants from academia, industry, and funding organizations explored drivers of change in science, technology, engineering and mathematics education; innovations in chemistry education; and challenges and opportunities in chemistry education reform. Undergraduate Chemistry Education discusses large-scale innovations that are transferable, widely applicable, and/or proven successful, with specific consideration of drivers and metrics of change, barriers to implementation of changes, and examples of innovation in the classroom."--
Innovation, "the process by which firms master and get into practice product designs and manufacturing processes that are new to them," is vital for companies wishing to remain competitive in today's rapidly changing high technology industries. American and Japanese firms are among the world's most technologically innovative and competitive. However, the changing dynamics of global competition are forcing them to rethink their technological innovation strategies. The choices they make will have great impact on their futures as companies as well as on the livelihoods of their employees and the communities in which they operate. In order to understand the ways in which Japanese and American companies are changing their technological innovation strategies and practices, the Committee on Japan of the National Research Council and the Committee on Advanced Technology and the International Environment (Committee 149) of the Japan Society for the Promotion of Science (JSPS) organized a bilateral task force composed of leading representatives from industry and academia to assess developments in corporate innovation strategies and report on their findings. Through a workshop discussion of the issues and subsequent interaction, the task force explored the institutional division of innovation in both countries: the structure and performance of technology-based industries, the role of the government in the support of science and technology, and the role of universities in the science and technology system. The task force was particularly interested in exploring the points on which the two systems are converging, -i.e., becoming more similar in strategy and practice-and where they continue to be distinct and different. Although a comprehensive study of these trends in U.S. and Japanese innovation was not easily feasible, the task force was able to develop several conclusions based on its workshop discussion and follow-up interactions that were substantial in time and content. This report identifies a set of issues whose further elucidation should be helpful in guiding public policy in both nations. These issues include the role of external sourcing of innovation, transnational activity and globalization, the organization and performance of R&D, and the role of consortia, joint ventures and other joint activities. A call for greater international efforts to collect and analyze data on these important trends is the central recommendation of the task force.
During the 1990s, a government program brought together environmental scientists and members of the intelligence community to consider how classified assets and data could be applied to further the understanding of environmental change. As part of the Medea program, collection of overhead classified imagery of sea ice at four sites around the Arctic basin was initiated in 1999, and two additional sites were added in 2005. Collection of images during the summer months at these six locations has continued until the present day. Several hundred unclassified images with a nominal resolution of 1 meter have been derived from the classified images collected at the 6 Arctic sites.To assist in the process of making the unclassified derived imagery more widely useful, the National Research Council reviewed the derived images and considered their potential uses for scientific research. In this book, we explore the importance of sea ice in the Arctic and illustrate the types of information--often unique in its detail--that the derived images could contribute to the scientific discussion.
Extremely hazardous substances (EHSs), as defined in the Superfund Amendments and Reauthorization Act of 1986, can be released accidentally as a result of chemical spills, industrial explosions, fires, or accidents involving railroad cars or trucks used in transporting these substances, or intentionally through terrorist activities. It is also feasible that these substance can be released by improper storage and/or handling. Workers and residents in communities surrounding industrial facilities where EHSs are manufactured, used, or stored and in communities along the nation's railways and highways are potentially at risk of being exposed to airborne EHSs during accidental and intentional releases. This report provides technical guidance on establishing community Acute Exposure Guideline Levels (AEGLs) for certain hazardous chemicals. It reviews the scientific validity of AEGLs developed by the national Advisory Committee on Acute Exposure Guideline Levels for Hazardous Substances, identifies research priorities, and identifies guidance issues that may require modification or further development based on the toxicological database for the chemicals reviewed. This twelfth interim report offers recommendations for improving AEGLs for the following 15 chemicals: toluene, xylenes, ammonia, bromine, aniline, methyl ethyl ketone, hydrazine, iron pentacarbonyl, phosphine, chlorine, trifluoride, ethyleneimine, propyleneimine, allyl alcohol, ethylene oxide, and nickel carbonyl.
The FreedomCAR and Fuel Partnership is a collaborative effort among the Department of Energy (DOE), the U.S. Council for Automotive Research (USCAR), and five major energy companies to manage research that will enable the vision of "a clean and sustainable transportation energy future." It envisions a transition from more efficient internal combustion engines (ICEs), to advanced ICE hybrid electric vehicles, to enabling a private-sector decision by 2015 on hydrogen-fueled vehicle development. This report, which builds on an earlier NRC report, The Hydrogen Economy: Opportunities, Costs, Barriers, and R&D Needs, presents an evaluation of the Partnership's research efforts on hydrogen-fueled transportation systems, and provides findings and recommendations about technical directions, strategies, funding, and management.
This new report from the National Research Council's Nuclear and Radiation Studies Board (NRSB) and the Transportation Research Board reviews the risks and technical and societal concerns for the transport of spent nuclear fuel and high-level radioactive waste in the United States. Shipments are expected to increase as the U.S. Department of Energy opens a repository for spent fuel and high-level waste at Yucca Mountain, and the commercial nuclear industry considers constructing a facility in Utah for temporary storage of spent fuel from some of its nuclear waste plants. The report concludes that there are no fundamental technical barriers to the safe transport of spent nuclear fuel and high-level radioactive and the radiological risks of transport are well understood and generally low. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.
The National Assessment of Adult Literacy (NAAL) is a household survey conducted periodically by the Department of Education that evaluates the literacy skills of a sample of adults in the United Stages ages 16 and older. NAAL results are used to characterize adults' literacy skills and to inform policy and programmatic decisions. The Committee on Performance Levels for Adult Literacy was convened at the Department's request for assistance in determining a means for booking assessment results that would be useful and understandable for NAAL'S many varied audiences. Through a process detailed in the book, the committee determined that five performance level categories should be used to characterize adults' literacy skills: nonliterate in English, below basic literacy, basic literacy, intermediate literacy, and advanced literacy. This book documents the process the committee used to determine these performance categories, estimates the percentages of adults whose literacy skills fall into each category, recommends ways to communicate about adults' literacy skills based on NAAL, and makes suggestions for ways to improve future assessments of adult literacy.
Disparities in health and health care across racial, ethnic, and socioeconomic backgrounds in the United States are well documented. The reasons for these disparities are, however, not well understood. Current data available on race, ethnicity, SEP, and accumulation and language use are severely limited. The report examines data collection and reporting systems relating to the collection of data on race, ethnicity, and socioeconomic position and offers recommendations.
The field of occupational health and safety constantly changes, especially as it pertains to biomedical research. New infectious hazards are of particular importance at nonhuman-primate facilities. For example, the discovery that B virus can be transmitted via a splash on a mucous membrane raises new concerns that must be addressed, as does the discovery of the Reston strain of Ebola virus in import quarantine facilities in the U.S. The risk of such infectious hazards is best managed through a flexible and comprehensive Occupational Health and Safety Program (OHSP) that can identify and mitigate potential hazards.Occupational Health and Safety in the Care and Use of Nonhuman Primates is intended as a reference for vivarium managers, veterinarians, researchers, safety professionals, and others who are involved in developing or implementing an OHSP that deals with nonhuman primates. The book lists the important features of an OHSP and provides the tools necessary for informed decision-making in developing an optimal program that meets all particular institutional needs.
This is the most recent report of the National Research Council's Standing Committee to Review the Research Program of the Partnership for a New Generation of Vehicles (PNGV), which has conducted annual reviews of the PNGV program since it was established in late 1993. The PNGV is a cooperative R&D program between the federal government and the United States Council for Automotive Research (USCAR, whose members are DaimlerChrysler, Ford Motor Company, and General Motors) to develop technologies for a new generation of automobiles with up to three times the fuel economy of a 1993 midsize automobile. The reports review major technology development areas (four-stroke direct-injection engines, fuel cells, energy storage, electronic/electrical systems, and structural materials); the overall adequacy of R&D efforts; the systems analysis effort and how it guides decisions on R&D; the progress toward long-range component and system-level cost and performance goals; and efforts in vehicle emissions and advanced materials research and how results target goals. Unlike previous reports, the Seventh Report comments on the goals of the program, since the automotive market and U.S. emission standards have changed significantly since the program was initiated.
Separation processes"e;or processes that use physical, chemical, or electrical forces to isolate or concentrate selected constituents of a mixture"e;are essential to the chemical, petroleum refining, and materials processing industries.In this volume, an expert panel reviews the separation process needs of seven industries and identifies technologies that hold promise for meeting these needs, as well as key technologies that could enable separations. In addition, the book recommends criteria for the selection of separations research projects for the Department of Energy's Office of Industrial Technology.
Alluvial fans are gently sloping, fan-shaped landforms common at the base of mountain ranges in arid and semiarid regions such as the American West. Floods on alluvial fans, although characterized by relatively shallow depths, strike with little if any warning, can travel at extremely high velocities, and can carry a tremendous amount of sediment and debris. Such flooding presents unique problems to federal and state planners in terms of quantifying flood hazards, predicting the magnitude at which those hazards can be expected at a particular location, and devising reliable mitigation strategies. Alluvial Fan Flooding attempts to improve our capability to determine whether areas are subject to alluvial fan flooding and provides a practical perspective on how to make such a determination. The book presents criteria for determining whether an area is subject to flooding and provides examples of applying the definition and criteria to real situations in Arizona, California, New Mexico, Utah, and elsewhere. The volume also contains recommendations for the Federal Emergency Management Agency, which is primarily responsible for floodplain mapping, and for state and local decisionmakers involved in flood hazard reduction.
Identifying the Culprit: Assessing Eyewitness Identification makes the case that better data collection and research on eyewitness identification, new law enforcement training protocols, standardized procedures for administering line-ups, and improvements in the handling of eyewitness identification in court can increase the chances that accurate identifications are made. This report explains the science that has emerged during the past 30 years on eyewitness identifications and identifies best practices in eyewitness procedures for the law enforcement community and in the presentation of eyewitness evidence in the courtroom. In order to continue the advancement of eyewitness identification research, the report recommends a focused research agenda.
