Decentralisation is a topical issue in Cameroon and Africa, and a global requirement for democracy, good governance and the participation of CSOs, trade unions and the general public in the management of public affairs. It aims to bring decision-making closer to the citizen and increase the efficiency of the public service. It is in this sense that decentralisation can represent a powerful tool for implementing the governance strategy and combating poverty. The current precarious situation of the target groups, namely the staff of the local authorities, does not yet favour their full participation in the implementation of the decentralisation process. This means that the issue of pay and career profile is of vital importance in labour law, of which they are one of the essential dimensions. All in all, this study shows that the population studied is fairly experienced, due to the fact that it is ageing. It should be noted here that the families of CTD workers are fairly stable, despite their low salaries, which vary from one local authority to another, and their sometimes unpaid bonuses.

A descentralização é uma questão atual nos Camarões e em África, e uma exigência global para a democracia, a boa governação e a participação das OSC, dos sindicatos e do público em geral na gestão dos assuntos públicos. O seu objetivo é aproximar a tomada de decisões do cidadão e aumentar a eficácia do serviço público. É neste sentido que a descentralização pode representar um poderoso instrumento de aplicação da estratégia de governação e de luta contra a pobreza. A atual situação de precariedade dos grupos alvo, nomeadamente o pessoal das colectividades locais, não favorece ainda a sua plena participação na execução do processo de descentralização. Isto significa que a questão da remuneração e do perfil de carreira é de importância vital no direito do trabalho, do qual constitui uma das dimensões essenciais. Em suma, este estudo mostra que a população estudada é bastante experiente, devido ao facto de estar a envelhecer. É de notar que as famílias dos trabalhadores dos CTD são bastante estáveis, apesar dos seus baixos salários, que variam de uma autarquia para outra, e dos prémios por vezes não pagos.

Il decentramento è un tema di attualità in Camerun e in Africa e un requisito globale per la democrazia, il buon governo e la partecipazione delle OSC, dei sindacati e del pubblico in generale alla gestione degli affari pubblici. L'obiettivo è avvicinare il processo decisionale ai cittadini e aumentare l'efficienza del servizio pubblico. In questo senso, il decentramento può rappresentare un potente strumento per attuare la strategia di governance e combattere la povertà. L'attuale situazione di precarietà dei gruppi target, ovvero il personale delle autorità locali, non favorisce ancora la loro piena partecipazione all'attuazione del processo di decentramento. Ciò significa che la questione della retribuzione e del profilo di carriera è di vitale importanza nel diritto del lavoro, di cui rappresentano una delle dimensioni essenziali. Nel complesso, questo studio mostra che la popolazione studiata ha una discreta esperienza, dovuta al fatto che sta invecchiando. Va notato che le famiglie dei lavoratori del CTD sono abbastanza stabili, nonostante i loro bassi salari, che variano da un'autorità locale all'altra, e i loro bonus a volte non pagati.

Die Dezentralisierung ist ein aktuelles Thema in Kamerun und Afrika und eine weltweite Forderung nach Demokratie, guter Regierungsführung und der Beteiligung von zivilgesellschaftlichen Organisationen und Gewerkschaften sowie der Bevölkerung an der Verwaltung der öffentlichen Angelegenheiten. Sie zielt darauf ab, die Entscheidungen bürgernäher zu gestalten und die Effizienz des öffentlichen Dienstes zu erhöhen. In diesem Sinne kann die Dezentralisierung ein wirksames Instrument zur Umsetzung der Strategie der verantwortungsvollen Staatsführung und zur Bekämpfung der Armut darstellen. Die prekäre und aktuelle Situation der Zielgruppen, d.h. des Personals der CTDs, begünstigt wirklich noch nicht ihre volle Beteiligung an der Umsetzung des Dezentralisierungsprozesses. Das bedeutet, dass die Frage des Gehalts und des Karriereprofils im Arbeitsrecht von größter Bedeutung ist, da sie eine der wichtigsten Dimensionen des Arbeitsrechts darstellen. Die Studie ergab, dass die untersuchte Population aufgrund der Tatsache, dass sie immer älter wird, recht erfahren ist. Die Familien der CTD-Arbeiter sind trotz ihres niedrigen und von Gebietskörperschaft zu Gebietskörperschaft unterschiedlichen Gehalts und der manchmal nicht gezahlten Prämien recht stabil.
