One is a speaking doll ' Lulu' and another is 'Balu' a simple person. In order to acheive world peace they, at first ,make ground works by taking up astrology profession foretelling the prospects of individuals and utilise them to fulfil projects to improve the happy living of the people. Then they organise religious discourses to ensure the unity among people. They utilise the people to undertake demonstrations in front of world leaders when they visit India. At the end, when Balu delivers the message of world peace to the people of France, he was shot down by an agent of the syndicate who are supplying war weapons to different countries.
