On September 13 and 14, 2022, the Board on Science Education at the National Academies of Sciences, Engineering, and Medicine held a workshop entitled Foundations of Data Science for Students in Grades K-12. Speakers and participants explored the rapidly growing field of K-12 data science education, by surveying the current landscape, surfacing what is known, and identifying what is needed to support student learning, develop curriculum and tools, and prepare educators. To support these conversations, four papers were commissioned and discussed during the workshop. This publication summarizes the presentations and discussion of the workshop.
After the Exxon Valdez oil spill in 1989, advancing oil pollution research and technology to limit the environmental impacts of oil spills became a national and international priority. Congress responded by enacting the Oil Pollution Act of 1990 and forming the Interagency Coordinating Committee on Oil Pollution Research (ICCOPR) to coordinate research for preventing, planning for, responding to, and mitigating the effects of oil pollution on the environment. To achieve this end, ICCOPR published the oil pollution research and technology plan to guide research and funding priorities in 1992, with updates released over the years, most recently, the 2022-2027 Research and Technology Plan. This new report provides advice and guidance on the approach, structure, adequacy, and implementation of ICCOPR 2022-2027 Research and Technology Plan. Coordinated research efforts are necessary so knowledge and capacity related to oil spill prevention, preparedness, response, mitigation, and restoration can be advanced. Future updates of the plan should utilize a more streamlined, transparent, and community-driven development process including development of an oil pollution research dashboard and inclusion of metrics to assess and communicate progress on oil pollution research priorities. ICCOPR should also initiate processes to allow for open-water field trials when appropriate. The report recommendations were developed to assist ICCOPR with developing a Research and Technology Plan that can be widely used to promote progress, coordination, and collaboration on priority oil pollution research needs within the United States and globally - research needs that are important for improving knowledge, capacity, and regulations to safeguard the environment.
Since its establishment in 1970, the mission of the Environmental Protection Agency is to protect human health and the environment. EPA develops regulations, ensures compliance, and issues policies, in coordination with state, tribal, and local governments. To accomplish its mission, EPA should be equipped to produce and access the highest quality and most advanced science. The Office of Research and Development (ORD) provides the scientific bases for regulatory and public health policies that have broad impacts on the nation's natural resources and quality of human life, and that yield economic benefits and incur compliance costs for the regulated community. In addition, ORD develops the agency core research capabilities, providing tools and methods for meeting current and anticipating future environmental challenges, such as the risks to health and the environment posed by climate change. Because challenges associated with environmental protection today are complex and affected by many interacting factors, the report points to the need for a substantially broader and better integrated approach to environmental protection. This report calls for EPA ORD to pursue all of its scientific aims in a new framework--to apply systems thinking to a One Environment ? One Health approach in all aspects of ORD work. To accomplish this, the report provides actionable recommendations on how ORD might consider incorporating emerging science and systems thinking into the agency research planning, so that ORD can become an increasingly impactful organization. The report identifies a number of high-priority recommendations for ORD to pursue in taking advantage of a broad range of advanced tools, in concert with collaborators in other federal agencies and the broader scientific community. Given the resource constraints, the report recognizes that ORD will have to make decisions about priorities for implementing its recommendations, and that ORD leadership is in the best position to set those priorities as implementation begins. The report concluded by stating that shifting to a systems-thinking approach will require renewed support from science leadership, enhanced strategic planning, investment in new and broader expertise and tools, and a reimagined and inclusive commitment to communication and collaboration.
Whole health is physical, behavioral, spiritual, and socioeconomic well-being as defined by individuals, families, and communities. Whole health care is an interprofessional, team-based approach anchored in trusted relationships to promote well-being, prevent disease, and restore health. It aligns with a person's life mission, aspiration, and purpose. It shifts the focus from a reactive disease-oriented medical care system to one that prioritizes disease prevention, health, and well-being. It changes the health care conversation from "What's wrong with you?" to "What matters to you?"The Department of Veterans Affairs (VA), the Samueli Foundation, and the Whole Health Institute commissioned the National Academies of Sciences, Engineering, and Medicine to establish a committee to provide guidance on how to fill gaps and create processes to accelerate the transformation to whole health care for veterans, both inside and outside the VA system, and the rest of the U.S. population. The resulting report presents findings and recommendations that provide a roadmap for improving health and well-being for veterans and the nation.
The United States real property portfolio is critical infrastructure that provides places and means for the federal government to operate and generate the products, services, security, and assurances that contribute to national prosperity and values. This report identifies broad-based, practical, and compelling strategies for securing continuing investment in the renewal of federal real properties and portfolios. Strategies to Renew Federal Facilities focuses on the how- not the what - for adapting, repurposing, restoring, recapitalizing, and replacing real property assets.
The past half-century has been an era of astonishing progress for biomedical science, health, and health care in the United States and worldwide. This volume, commissioned to mark the occasion of the 50th anniversary of the founding of the U.S. National Academy of Medicine (NAM; formerly the Institute of Medicine [IOM]), tells the story of that progress across five major fields: biomedical science and technology, diseases and conditions, public health, U.S. health care, and global health. Since the NAM was founded in 1970, the nation and the world have seen multitudes of remarkable "firsts"--including the dawn of targeted gene therapies, the near eradication of polio, revolutionary treatments for cancers and cardiovascular disease, and many more. NAM members were the architects of many of these breakthroughs, alongside countless dedicated scientists, clinicians, educators, and public health leaders worldwide. The milestones chronicled in this volume are a testament to their remarkable work, which has saved and improved innumerable lives.
On August 18-19, 2022, the National Academy of Engineering (NAE) held a symposium to explore how support of fundamental engineering and engineering education research by the National Science Foundation (NSF) has led to positive societal and economic impacts. The symposium - which was sponsored by the NSF Directorate for Engineering - was held to provide input to the NAE Committee on Extraordinary Engineering Impacts on Society as part of a larger effort to develop clear, compelling narratives for the public about the sources and effects of engineering innovations. Speakers at the symposium shared their personal stories and provided insights on how engineers influence not only technology and the national infrastructure but the economy, population health, manufacturing, disaster resilience, and many other aspects of daily life. This publication summarizes the presentations and discussion of the symposium.
Studies show that people commonly have psychotic symptoms for over a year before receiving treatment. Reducing this duration is critical, because early treatment is strongly associated with better outcomes. The National Academies Forum on Mental Health and Substance Use Disorders hosted a workshop in July 2022 to examine the current evidence on short- and long-term outcomes for people at high risk for psychosis. Speakers explored potential policy solutions and strategies that are most effective for coordinated, early-intervention specialty services. This Proceedings document summarizes workshop discussions.
The National Institute of Standards and Technology (NIST) provides critical impact to the nation through standards development and cutting-edge research, with a mission to promote U.S. innovation and industrial competitiveness by advancing measurement science, standards, and technology in ways that enhance economic security and improve quality of life. NIST supports innovative manufacturing that impacts the U.S. economy and national security. The NIST mission is accomplished primarily at its campuses in Gaithersburg, Maryland, and Boulder, Colorado. At the request of NIST, Technical Assessment of the Capital Facility Needs of the National Institute of Standards and Technology assesses the comprehensive capital needs of the NIST campuses. This report evaluates current strategies and tools for capital facilities assessment, and methods for determining annual funding levels for sustainment, restoration, and modernization. The report makes recommendations for facility management strategies that will provide the functionality needed by world-class scientists on vital assignments of national consequence.
At the request of the director of the National Institute of Standards and Technology, this report assesses the management of Standards and Technology Communications Technology Laboratory (CTL), focusing on the work, facilities, equipment, personnel, portfolios of scientific expertise, and effective dissemination of the results.
"Extreme weather and wildfires, intensified by climate change, are damaging the native plant communities of landscapes across the United States. Native plant communities are foundational to thriving ecosystems, delivering goods and services that regulate the environment and support life, provide food and shelter for a wide range of native animals, and embody a wealth of genetic information with many beneficial applications. Restoring impaired ecosystems requires a supply of diverse native plant seeds that are well suited to the climates, soils, and other living species of the system.This report examines the needs for native plant restoration and other activities, provides recommendations for improving the reliability, predictability, and performance of the native seed supply, and presents an ambitious agenda for action. An Assessment of Native Seed Needs and the Capacity for Their Supply considers the various challenges facing our natural landscapes and calls for a coordinated public-private effort to scale-up and secure a cost-effective national native seed supply."--
The National Academies Board on Population Health and Public Health Practice, Board on Environmental Studies and Toxicology, and Board on Children Youth and Families convened a workshop in August 2022 to explore the impact of specific environmental exposures in utero, infancy, early childhood, and adolescence. Experts in epidemiology, toxicology, dose response methodology, and exposure science explored gaps in knowledge around vulnerabilities to environmental hazards as well as opportunities to inform public policy moving forward. This Proceedings of the workshop summarizes important discussions held during the virtual event and outlines recommendations for ways the Environmental Protection Agency can incorporate new research methods into its risk assessments.
"The Dietary Reference Intakes (DRIs) are a set of reference values that encompass a safe range of intake and provide recommended nutrient intakes for the United States and Canada. The DRIs for energy are used widely to provide guidance for maintaining energy balance on both an individual and group level.U.S. and Canadian governments asked the National Academies to convene an expert committee to examine available evidence and provide updated Estimated Energy Requirements (EERs) for their populations. The resulting report presents EER equations that provide a baseline for dietary planners and assessors who are estimating energy needs and monitoring energy balance to enhance the general health of individuals and populations."--
In 2021, the Gulf Research Program of the National Academies of Sciences, Engineering, and Medicine sponsored a two-year consensus study, Managed Retreat in the U.S. Gulf Coast Region, to examine and make findings and recommendations regarding the unique challenges associated with managed retreat among vulnerable coastal communities in the region. To gather information for the consensus report, the authoring committee convened a series of three public workshops in the Gulf Coast region. The workshops, held in June and July of 2022, focused on policy and practice considerations, research and data needs, and community engagement strategies. This publication summarizes the presentations and discussions of the workshops.
"The COVID-19 pandemic spurred a rapid expansion of wastewater-based infectious disease surveillance systems to monitor and anticipate disease trends in communities.The Centers for Disease Control and Prevention (CDC) launched the National Wastewater Surveillance System in September 2020 to help coordinate and build upon those efforts. Produced at the request of CDC, this report reviews the usefulness of community-level wastewater surveillance during the pandemic and assesses its potential value for control and prevention of infectious diseases beyond COVID-19.Wastewater-based Disease Surveillance for Public Health Action concludes that wastewater surveillance is and will continue to be a valuable component of infectious disease management. This report presents a vision for a national wastewater surveillance system that would track multiple pathogens simultaneously and pivot quickly to detect emerging pathogens, and it offers recommendations to ensure that the system is flexible, equitable, and economically sustainable for informing public health actions. The report also recommends approaches to address ethical and privacy concerns and develop a more representative wastewater surveillance system. Predictable and sustained federal funding as well as ongoing coordination and collaboration among many partners will be critical to the effectiveness of efforts moving forward."--
COVID-19 has proven among the worst public health crises in a generation. Public health emergencies (PHE) have always been anticipated. Despite the growing field of PHE preparedness and planning since the turn of the twenty-first century and the preparedness plans and exercises developed, the U.S. experienced a suboptimal national response to the emergence of COVID-19 in early 2020 compared to other countries. To explore the U.S. PHE preparedness enterprise, the National Academies Forum on Medical and Public Health Preparedness for Disasters and Emergencies convened a workshop in May 2022. They invited participants from government, NGO, and private sector organizations to consider key components, success stories, and failure points in order to identify opportunities for more effective catastrophic disaster, pandemic, and other large scale PHEs planning at the federal, state, local, tribal, and territorial levels. This Proceedings of a Workshop summarizes the discussions held during the workshop.
Cutting-edge technologies are reshaping manufacturing in the United States and around the world, with applications from medicine to defense. If the United States wants to further build upon these new innovations, the next generation of engineers must be trained to work in advanced manufacturing from the undergraduate level and beyond. Infusing Advanced Manufacturing into Undergraduate Engineering Education examines advanced manufacturing techniques for the defense industry and explores how undergraduate engineering programs can better develop advanced manufacturing capabilities in the workforce. This report discusses how industry can contribute to engineering programs and the role that government can play by including undergraduate engineering students in their manufacturing initiatives. The report gives specific guidance on ways to incorporate experiential learning emphasizing advanced manufacturing and strengthen ties between academia, industry, and government through mentoring and internship programs.
Approximately 4 million pregnant people in the United States give birth annually, and 70 percent of these individuals take at least one prescription medication during their pregnancy. Yet, due to a number of historical, ethical, legal, scientific, and societal issues, pregnant and lactating persons are often excluded from clinical trials. As a result, pregnant and lactating persons are often taking drugs based on limited information about the benefits and risks to themselves and their developing or newborn baby. The National Academies Forum on Drug Discovery, Development, and Translation convened a workshop in June 2022 for stakeholders to examine the current state of evidence generation for drug products used by pregnant and lactating persons and discuss barriers and opportunities for including these populations in clinical trials. This publication summarizes the presentations and discussion of the workshop.
Over the past century, the Everglades has been dramatically altered by drainage and water management infrastructure intended to improve flood management, urban water supply, and agricultural production. Less than half of the original Everglades remain, and these remnants compete for water with urban and agricultural interests, all the while being impaired by contaminated runoff. The Comprehensive Everglades Restoration Plan (CERP) was established in 2000 as a joint effort by the state and federal government to reverse the decline of the ecosystem. The multibillion project aims to restore the ecosystem over the course of 30 to 40 years by reestablishing the natural hydrological characteristics of the Everglades where feasible and ultimately creating a water system that serves both the natural and human needs of South Florida. Since 2004, a National Academies committee has provided a series of independent, peer-reviewed assessments of CERP progress. Implementation of CERP projects has occurred at a remarkable pace over the past two years due to record funding levels. Ecosystem responses are evident over large areas of the central and western Everglades after implementation of recent restoration initiatives. This progress in implementation has increased the importance of analyzing and synthesizing natural system responses. The committee review of ongoing progress highlights the need for rigorous scientific support for water quality improvement in stormwater treatment areas and modeling for a wider range of plausible climate conditions. Progress Toward Restoring the Everglades: The Ninth Biennial Review - 2022 recommends the development of a multiagency Everglades restoration science plan to ensure the needed tools, research, analysis, and synthesis are available to support critical restoration management decisions.
The agencies within the U.S. Intelligence Community (IC) depend on advanced technology to achieve their goals. While AI, cloud computing, advanced sensors, and big data analytics will fundamentally change both the global threat landscape and IC tradecraft, advances from biology, chemistry, materials, quantum science, network science, social/behavioral/economic sciences, and other fields also have that potential. Maintaining awareness of advances in science and technology is more essential than ever, to avoid surprise, to inflict surprise on adversaries, and to leverage those advances for the benefit of the nation and the IC. This report explores ways in which the IC might leverage the future research and development ecosystem.
Carbon materials pervade many aspects of modern life, from fuels and building materials to consumer goods and commodity chemicals. Reaching net-zero emissions will require replacing existing fossil-carbon-based systems with circular-carbon economies that transform wastes like CO2 into useful materials. This report evaluates market opportunities and infrastructure needs to help decision makers better understand how carbon dioxide utilization can contribute to a net-zero emissions future.
The National Academies Roundtable on Quality Care for People with Serious Illness, National Cancer Policy Forum, and Forum on Aging, Disability and Independence hosted a workshop that examined opportunities to better support family caregiving for people with cancer or other serious illnesses. This workshop built upon previous work, including the 2016 consensus report Families Caring for an Aging America. This Proceedings of a Workshop summarizes the discussions held during the workshop, which focused on: strategies to better capture, understand, and act on family caregiver input and experience; research gaps and opportunities to guide caregiving for patients with serious illnesses; potential policy and practice opportunities to advance family-centered care for serious illness; and opportunities to embed a health equity focus across family caregiving research, policy, and practice.
The United States has deployed commercial nuclear power since the 1950s, and as of 2021, nuclear power accounts for approximately 20 percent of U.S. electricity generation. The current commercial nuclear fleet consists entirely of thermal-spectrum, light water reactors operating with low-enriched uranium dioxide fuel in a once-through fuel cycle. In recent years, the U.S. Congress, U.S. Department of Energy, and private sector have expressed considerable interest in developing and deploying advanced nuclear reactors to augment, and possibly replace, the U.S. operating fleet of reactors, nearly all of which will reach the end of their currently licensed operating lives by 2050. Much of this interest stems from the potential ability of advanced reactors and their associated fuel cycles - as claimed by their designers and developers - to provide a number of advantages, such as improvements in economic competitiveness, reductions in environmental impact via better natural resource utilization and/or lower waste generation, and enhancements in nuclear safety and proliferation resistance. At the request of Congress, this report explores merits and viability of different nuclear fuel cycles, including fuel cycles that may use reprocessing, for both existing and advanced reactor technologies; and waste management (including transportation, storage, and disposal options) for advanced reactors, and in particular, the potential impact of advanced reactors and their fuel cycles on waste generation and disposal.
Implementation science bridges the gap between research and medical practice, investigating aspects of practice and pedagogy that make the strategies successful for future use. By introducing and training leaders, faculty, and health workforce researchers in implementation science, health professions education institutions can build capacity for evidence-based practices. The National Academies Global Forum on Innovation in Health Professional Education held a workshop series to introduce the concept of implementation science to health professional educators to consider its potential use in the classroom. Speakers provided a foundation for discussion of the role of implementation science in health professions education and provided methods for educators interested in applying these recommendations to scale. This Proceedings of a Workshop highlights the presentations and discussions that occurred at the workshop.
The U.S. Department of State, through its Bureau of International Narcotics and Law Enforcement Affairs (INL), provides foreign assistance and supports capacity building for criminal justice systems and police organizations in approximately 90 countries around the world. It has a mandate to strengthen fragile states, support democratic transitions, and stabilize conflict-affected societies by helping partner countries develop effective and accountable criminal justice sector institutions and systems. At the request of INL, the National Academies of Sciences, Engineering, and Medicine assembled the Committee on Evidence to Advance Reform in the Global Security and Justice Sectors to review the available research evidence on police and policing practices, with emphasis on how police reform can promote the rule of law and protect the public. The 5 consensus studies that are part of this project provide evidence-driven policy and research recommendations for key stakeholders with the goal of informing capacity-building activities. This report is a compilation of those 5 studies.
In response to a request from Congress, the Health and Medicine Division of the National Academies of Sciences, Engineering, and Medicine conducted a study comparing the process to develop the Dietary Guidelines for Americans, 2020-2025 (DGA 2020-2025) to recommendations included in the previously published National Academies report, Redesigning the Process for Establishing the Dietary Guidelines for Americans. This report describes the findings of the committee and conclusions related to this assessment. Notably, this report does not evaluate the merits of the DGA 2020-2025 but evaluates the process by which they were created relative to the recommendations made in the previously published National Academies report.
Steel is a common component of U.S. infrastructure, but that steel can corrode when buried in soil, rock, or fill. Steel corrosion is estimated to cost the United States 3-4 percent of its gross domestic product every year, and it can lead to infrastructure failure, loss of lives, property, disruption of energy and transportation systems, and damage to the environment. Although the mechanisms of steel corrosion are well understood, limited data on subsurface corrosion and the inability to measure corrosivity directly make accurate corrosion prediction through modeling a challenge. When hazardous levels of corrosion does occur, it is difficult to determine whether the cause was related to site selection, engineering decisions, changes in subsurface conditions, or a combination of these factors. This report explores the state of knowledge and technical issues regarding the corrosion of steel used for earth applications (e.g., for ground stabilization, pipelines, and infrastructure foundations) in unconsolidated earth or rock in different geologic settings. The report summarizes mechanisms of steel corrosion, assesses the state of practice for characterizing factors in the subsurface environment that influence corrosion and corrosion rates, and assesses the efficacy and uncertainties associated with quantitative, field, and laboratory methods for predicting corrosion. The industries and experts most involved with managing buried steel should collaborate to improve multidisciplinary understanding of the processes that drive buried steel corrosion. Developing a common lexicon related to buried steel corrosion, generating new data on corrosion through collaborative long-term experiments, sharing and managing data, and developing new data analytical techniques to inform infrastructure design, construction, and management decisions are key. Industries, experts, and regulators should collaboratively develop decision support systems that guide site characterization and help manage risk. These systems and new data should undergird a common clearinghouse for data on corrosion of buried steel, which will ultimately inform better and more efficient management of buried steel infrastructure, and protect safety and the environment.
The Materials Genome Initiative (MGI) was launched in 2011 by the White House Office of Science and Technology Policy to help accelerate the design, discovery, development and deployment of advanced materials and to reduce costs through the integration of advanced computation and data management with experimental synthesis and characterization. A broad range of federal agencies - including the National Science Foundation (NSF), the Department of Energy, and the Department of Defense - are part of the MGI effort and have invested more than $1 billion in resources and infrastructure accumulative since the start. The efforts of NSF have been focused largely within the Designing Materials to Revolutionize and Engineer Our Future (DMREF) program, which supports the development of fundamental science, computational and experimental tools for generating and managing data, and workforce that enable industry and other government agencies to develop and deploy materials that meet societal needs and national priorities. At the request of NSF, this report evaluates the goals, progress, and scientific accomplishments of the DMREF program within the context of similar efforts both within the United States and abroad. The recommendations of this report will assist NSF as it continues to increase its engagement with industry and federal agencies to transition the results from fundamental science efforts to reach the MGI goal of deploying advanced materials at least twice as fast as possible today, at a fraction of the cost that meet national priorities.
Dietary assessment in older adults presents many unique problems due to the diversity of health states and capabilities that span the population group. Little is known about dietary intakes, body composition, and nutritional status among individuals 75 and older. The National Academies Food and Nutrition Board hosted a virtual workshop series in spring 2022 intended to provide guidance to researchers and clinicians. The workshops aimed to outline considerations relating to different methods of assessing intakes of food and dietary supplements in older adults. The covered topics included current status of dietary and nutrition assessment of older adults and advances and key issues in this topic; nutritional screening of older adults; and nutritional practices, challenges, and policies that affect older adults. This Proceedings highlights presentations and discussions from the workshops.
Virginia was one of the first major gold-producing states in the U.S., but it has seen only limited and intermittent gold mining activity in the last 70 years. Recent increase in gold prices and other factors have brought renewed attention to mining gold at both new and historical sites in Virginia. This report provides an evaluation of the gold deposits in Virginia, the probable modern mining techniques that could be used at such deposits, and whether existing regulations in the Commonwealth are sufficient to protect air and water quality and human health from potential impacts of gold mining activities. The report concludes that the regulatory framework of Virginia appears to have been designed for operations like crushed stone quarrying and sand and gravel operations, not gold mining. Thus, the current regulatory framework is not adequate to address the potential impacts of commercial gold mining and lacks an adequate financial assurance system, which poses a fiscal and environmental risk to the Commonwealth. Additionally, Virginia lacks opportunities for the public to be engaged in permitting processes and a modern system for review of environmental impacts from potential gold mining projects.
