NASA's long-range plans include possible human exploratory missions to the moon and Mars within the next quarter century. Such missions beyond low Earth orbit will expose crews to transient radiation from solar particle events as well as continuous high-energy galactic cosmic rays ranging from energetic protons with low mean linear energy transfer (LET) to nuclei with high atomic numbers, high energies, and high LET. Because the radiation levels in space are high and the missions long, adequate shielding is needed to minimize the deleterious health effects of exposure to radiation. The knowledge base needed to design shielding involves two sets of factors, each with quantitative uncertainty--the radiation spectra and doses present behind different types of shielding, and the effects of the doses on relevant biological systems. It is only prudent to design shielding that will protect the crew of spacecraft exposed to predicted high, but uncertain, levels of radiation and biological effects. Because of the uncertainties regarding the degree and type of radiation protection needed, a requirement for shielding to protect against large deleterious, but uncertain, biological effects may be imposed, which in turn could result in an unacceptable cost to a mission. It therefore is of interest to reduce these uncertainties in biological effects and shielding requirements for reasons of mission feasibility, safety, and cost.
This book synthesizes the findings of three workshops on research issues in high-performance computing and communications (HPCC). It focuses on the role that computing and communications can play in supporting federal, state, and local emergency management officials who deal with natural and man-made hazards (e.g., toxic spills, terrorist bombings). The volume also identifies specific research challenges for HPCC in meeting unmet technology needs in crisis management and other nationally important application areas, such as manufacturing, health care, digital libraries, and electronic commerce and banking.
This book provides a brief overview of worldwide terrorist activity and reviews technologies and methods for designing blast resistant buildings. These techniques, primarily developed by the military, have applicability and relevance to the design of civilian structures. The volume recommends that a program of applied research and technology transfer be undertaken to hasten the availability and utility of these techniques to the civilian building community.
This volume examines the current state of knowledge concerning the influence of a hot environment on nutrient requirements of military personnel. A parallel concern is ensuring that performance does not decline as a result of inadequate nutrition. The committee provides a thorough review of the literature in this area and interprets the diverse data in terms of military applications. In addition to a focus on specific nutrient needs in hot climates, the committee considers factors that might change food intake patterns and therefore overall calories. Although concern for adequate nutrition for U.S. soldiers in Saudi Arabia prompted the initiation of this project, its scope includes the nutrient needs of individuals who may be actively working in both hot-dry and hot-moist climates.
The site of a proposed repository for high-level radioactive waste from the nation's nuclear power plants is not at risk of ground water infiltration, concludes this important book. Yucca Mountain, located about 100 miles northwest of Las Vegas, has been proposed as the site for permanent underground disposal of high-level radioactive waste from the nation's civilian nuclear power plants. To resolve concerns raised by a Department of Energy (DOE) staff scientist concerning the potential for ground water to rise 1,000 feet to the level proposed for the repository, DOE requested this study to evaluate independently the past history and future potential of large upward excursions of the ground water beneath Yucca Mountain.
The Office of Educational Research and Improvement (OERI) in the U.S. Department of Education has a mandate for expanding knowledge of teaching and learning and for improving education in this country. This book focuses on how OERI can better fulfill that mission in light of what is known about why prior education reforms have often failed, what is needed to enhance the effectiveness of such efforts, and what education research and development can contribute to better schools. The history, mission, governance, organization, functions, operations, and budgets of OERI are analyzed. Recommendations are made for restructuring OERI, expanding funding, involving scholars from many fields, and engaging teachers and school principals in improvement efforts.
The goal of this book is to determine what makes certain doctoral/postdoctoral programs in mathematical sciences successful in producing large numbers of domestic Ph.D.s, including women and underrepresented minorities with sufficient professional experience and versatility to meet the research, teaching, and industrial needs of our technology-based society. Educating Mathematical Scientists describes the characteristics of successful doctoral/postdoctoral programs, based on the diverse set of 10 universities at which site visits were made.
Interest is growing in sustainable agriculture, which involves the use of productive and profitable farming practices that take advantage of natural biological processes to conserve resources, reduce inputs, protect the environment, and enhance public health. Continuing research is helping to demonstrate the ways that many factors--economics, biology, policy, and tradition--interact in sustainable agriculture systems. This book contains the proceedings of a workshop on the findings of a broad range of research projects funded by the U.S. Department of Agriculture. The areas of study, such as integrated pest management, alternative cropping and tillage systems, and comparisons with more conventional approaches, are essential to developing and adopting profitable and sustainable farming systems.
Hurricane Elena, following an erratic and difficult-to-forecast course along an unusually large section of the Gulf Coast, posed special problems from New Orleans, Louisiana, to Sarasota, Florida, well before it came ashore on September 2, 1985. Considerable wind damage occurred in this area to structures that were ostensibly designed to resist such extreme wind conditions. Because similar design conditions and building control procedures exist along other U.S. hurricane-prone coasts, the conclusions drawn in this detailed book catalog the structural damage caused by the hurricane and emergency response actions, establish the wind conditions of the storm, review in-depth the building control process used in the area, and conduct necessary structural and wind tunnel tests relevant to a large number of communities along the coastal areas.
The pervasive, widespread problem of contaminated marine sediments is an environmental issue of national importance, arising from decades of intentionally and unintentionally using coastal waters for waste disposal. This book examines the extent and significance of the problem, reviews clean-up and remediation technologies, assesses alternative management strategies, identifies research and development needs, and presents the committee's major findings and recommendations. Five case studies examine different ways in which a variety of sediment contamination problems are being handled.

The most recent volume in the Drinking Water and Health series contains the results of a two-part study on the toxicity of drinking water contaminants. The first part examines current practices in risk assessment, identifies new noncancerous toxic responses to chemicals found in drinking water, and discusses the use of pharmacokinetic data to estimate the delivered dose and response. The second part of the book provides risk assessments for 14 specific compounds, 9 presented here for the first time.
Various editions of the Dictionary of Occupational Titles have served as the Employment Service's basic tool for matching workers and jobs. The Dictionary of Occupational Titles has also played an important role in establishing skill and training requirements and developing Employment Service testing batteries for specific occupations. However, the role of the Dictionary of Occupational Titles has been called into question as a result of planned changes in the operation of the Employment Service. A plan to automate the operations of Employment Service offices using a descriptive system of occupational keywords rather than occupational titles has led to a claim that a dictionary of occupational titles and the occupational research program that produces it are outmoded. Since the automated keyword system does not rely explicitly on defined occupational titles, it is claimed that the new system would reduce costs by eliminating the need for a research program to supply the occupational definitions. In light of these considerations, the present volume evaluates the future need for the Dictionary of Occupational Titles.
Late last year, the National Academy of Engineering (NAE) convened a workshop on Preparing the Engineering and Technical Workforce for Adaptability and Resilience to Change. The workshop springs from the earlier NAE report Making Value for America which described the ongoing transformation in the way in which products and services are conceived, designed, made, and distributed. The workshop focused on the challenges facing the workforce in light of these dramatic changes in the production process, especially the need to constantly renew and learn new skills. The workshop served to increase stakeholders' understanding of both the importance of workforce adaptability and the definition and characteristics of adaptability. It also provided an opportunity to share known best practices for fostering adaptability, including identification of barriers and multiple pathways for overcoming those barriers. As important, it helped to identify needs for future study and development. This publication summarizes the presentations and discussions from the workshop.
"In spring 2011 the National Academies of Sciences, Engineering, and Medicine produced a report outlining the next decade in planetary sciences. That report, titled Vision and Voyages for Planetary Science in the Decade 2013-2022, and popularly referred to as the "decadal survey," has provided high-level prioritization and guidance for NASA's Planetary Science Division. Other considerations, such as budget realities, congressional language in authorization and appropriations bills, administration requirements, and cross-division and cross-directorate requirements (notably in retiring risk or providing needed information for the human program) are also necessary inputs to how NASA develops its planetary science program. In 2016 NASA asked the National Academies to undertake a study assessing NASA's progress at meeting the objectives of the decadal survey. After the study was underway, Congress passed the National Aeronautics and Space Administration Transition Authorization Act of 2017 which called for NASA to engage the National Academies in a review of NASA's Mars Exploration Program. NASA and the Academies agreed to incorporate that review into the midterm study. That study has produced this report, which serves as a midterm assessment and provides guidance on achieving the goals in the remaining years covered by the decadal survey as well as preparing for the next decadal survey, currently scheduled to begin in 2020"--
"Disasters tend to cross political, jurisdictional, functional, and geographic boundaries. As a result, disasters often require responses from multiple levels of government and multiple organizations in the public and private sectors. This means that public and private organizations that normally operate independently must work together to mount an effective disaster response. To identify and understand approaches to aligning health care system incentives with the American public's need for a health care system that is prepared to manage acutely ill and injured patients during a disaster, public health emergency, or other mass casualty event, the National Academies of Sciences, Engineering, and Medicine hosted a 2-day public workshop on March 20 and 21, 2018.
