Forgeries present a daunting problem to art historians, museums, galleries and curators who face challenges in determining the authenticity of paintings. Recent progress in science has led to the development of new methods for investigating works of art, and can provide new insights into the materials found in paintings. The rise in the value of paintings together with the knowledge and skills of forgers highlights the need to develop reliable scientific procedures to identify fakes. Given the complexity of materials in paintings and the convergence of various disciplines, a methodological approach for nvestigations of paintings is based on art historical, curatorial, aesthetic, technical and scientific evaluation. In this book sophisticated digital and analytical techniques are reviewed for the identification of materials (pigments, binders, varnishes, adhesives) and the physical characteristics of paintings such as brushstrokes, craquelure and canvas weaves. This book presents an updated overview of both non-invasive and micro-invasive techniques that enable the material characterization of paintings. The materials constituting a painting are reviewed, as are ways that changes in materials over time can provide insights into chronology and physical history. State-of the art digital metods including multi and hyper-spectral imaging and computational approaches to data treatment will be presented. Analytical techniques developed and optimized to characterize binders, varnishes, and pigments are reviewed, focusing on materials which can provide information on ageing or provenance. Case studies of applications of synchrotron-based methods and the analysis of paintings are given, as are chapters devoted to legal aspects related to authenticity. In this book, the history of the Brazilian Psychiatric Reform is told by one of its main protagonists. In the early 1980s, there were about 80 thousand people admitted to psychiatric hospitals in Brazil, with average lengths of hospital stay of approximately 25 years. The psychiatric reform process that took place in the country was responsible for closing more than 60 thousand beds in mental asylums, most of them characterized by conditions of violence and abandonment.The Brazilian Psychiatric Reform was inspired by the psychosocial care model introduced by psychiatrist Franco Basaglia in Italy and was marked by the broad participation of social movements, such as the anti-asylum movement and other human rights movements. This process gave rise to a model of mental health care based on open-door territorial mental health services, guided by the principle of treatment in liberty, in addition to other strategies of deinstitutionalization. More than a proposal to restructure or modernize the mental health care model, the objective of the Brazilian Psychiatric Reform was the construction of a new social place for the diverse and singular subjective experience of madness. By intending to produce new imaginaries, new social representations and new meanings for these experiences, the Brazilian Psychiatric Reform led to one of the larger experiences of deinstitutionalization in the world and to the large scale implementation of a new model of mental health care in which the old asylum-centric paradigm was replaced by a new democratic psychosocial care model. 

Philosophy typically ignores biographical, historical, and cultural aspects of theoriss' lives  in an attempt to take a supposedly abstract and objective view of their work. This book makes some new conclusions about Arendt's theory by emphasizing how her experience of the world as displayed in her archival materials impacted her thought. Some aspects of Arendt's life have been examined in detail before, including the fact she was stateless as well as her affair with Heidegger. Instead, this work explores different topics including the biographical and narrative moments of Arendt's own work, the role of archiving in her thought, pivotal events that have not been archived, her understanding of her own identities, and how it affected the role of identity politics in her work. Typically, group action is underemphasized in Arendt scholarship in comparison to individual action and often identity politics questions are considered to lie within the realm of the private. Although Arendt's theory is problematic when discussing issues concerning identity politics, she did think identity politics could be public and political and that effective political actions may occur within groups. What makes this project unique are the innovative conclusions made by moving the archival and biographical evidence to the center in order to understand her theory more accurately and within its historical and cultural context. This volume will be of interest to professional scholars in Arendt's work, but also to those who have a more general interest in her life and theory.

This book contains a set of papers which explore the subject matter of human and planetary health at various anglesThe year 2015 was a special year in the field of human and planetary health. In that year, the report, produced by the Rockefeller Foundation and the journal The Lancet, called "e;Safeguarding human health in the Anthropocene epoch: report of The Rockefeller Foundation-Lancet Commission  on planetary health"e; was launched. Also in 2015, the World Health Organization and the Secretariat of the Convention on  Biological Diversity published the report "e;Connecting global priorities: biodiversity and human health:  a state of knowledge review"e; with over 100 contributors, meant to guide future joint actions. Both documents comprehensively address the need for a better understanding of the connections between human health and ecosystems and the risks associated with damages to the integrity of the planet. The period in which humanity finds itself right now, the Anthropocene, is a risk one since mankind is putting the planet under considerable pressure. These elements have led to the emergence of a new field of research, namely planetary health. Planetary health seeks to address a very concrete and urgent contemporary problem, namely the need to understand, quantify, and act in order  to reverse the effects of human population growth and the acceleration of socioeconomic activities  on the environment and, inter alia, the disturbances in the Earth's natural ecosystems and how these, in turn, impact human health and well-being. Anthropic disturbances in natural ecosystems are characterized by changes in climate, land use, changes in the nitrogen and phosphorus cycle, chemical pollution of soil, water and air, reduction in the availability of drinking water, loss of biodiversity, destruction of the ozone layer, and ocean acidification, among others. In all these areas, there is a perceived need to document and promote examples of initiatives and good practice, which may change current trends. This book addresses this need. It documents experiences, case studies, and projects which explore the connections between human and planetary health and illustrates examples which show the consequences of ecosystemic disturbances to the health and well-being of humanity, with the emergence of new diseases, worsening of infectious diseases and increase in chronic non-communicable diseases related to the deterioration of the current food system, hyper-urbanization, microbial resistance, climate-led migration and zoonoses, among others.  Planetary health is a new effort to deal with the question of sustainability and human life on the planet under an increasingly integrative, transdisciplinary, and global perspective, since the problems of this planetary crisis cross geopolitical borders and academic boundaries and affect humanity as a whole. This book provides a contribution to this emerging field. Thanks to its design and the contributions by experts from various areas, it provides a welcome contribution to the literature on planetary health, and it inspires further works in this field.

This book discusses the Versatile Video Coding (VVC), the ISO and ITU state-of-the-art video coding standard. VVC reaches a compression efficiency significantly higher than its predecessor standard (HEVC) and it has a high versatility for efficient use in a broad range of applications and different types of video content, including Ultra-High Definition (UHD), High-Dynamic Range (HDR), screen content, 360 videos, and resolution adaptivity. The authors introduce the novel VVC tools for block partitioning, intra-frame and inter-frames predictions, transforms, quantization, entropy coding, and in-loop filtering. The authors also present some solutions exploring VVC encoding behavior at different levels to accelerate the intra-frame prediction, applying statistical-based heuristics and machine learning (ML) techniques.

This book addresses governing by numbers and human capital policy in higher education by asking how higher education is quantified, how the quantitative information is used in educational governance, and how the information is perceived by students, teachers, managers, and policymakers, and affects decision-making. It also thematically discusses how human capital theory affects the quantification practices and, thereby, their effects. Based on these analyses, the book asks whether governing by numbers and human capital in education policy are necessarily neoliberal practices, and thus questions the theory of global convergence in educational governance.The book provides a thorough analysis of the quantification of graduate outcomes based on the philosophical framework of Agential Realism, thus offering a novel analytical approach to the study of data and indicators in educational governance. This book provides an in-depth account of military operations against drug gangs and organizations in two of the biggest countries in Latin America: Brazil and Mexico. Recent studies on drug wars have detailed case studies on the war on drugs but do not focus on the role of the army in such policies. Publications that do drive attention to the military in such situations are usually from human rights organizations or the press and are therefore not scholarly works. There are therefore no recent academic books dealing with the role of the military in the fight against drugs in Latin America. This book aims to fill this gap. It also offers an empirical and theoretical examination of the issue of the role of the military (rather than the police) on national soil-the army being generally devoted to interventions abroad, and the police, to law enforcement on the national ground. The book is also the first work to look at high-level negotiations between military and civilian elites that define the conditions for the use of force during military operations. It provides a theoretically informed understanding of contemporary security politics in Brazil and Mexico.
