The Innovation for Sustainable Development Review of Uzbekistan contains the outcomes of a policy advisory exercise that drew on the experience accumulated by the UNECE in the identification of good practices and policy lessons in the area of knowledge-based development, with particular reference to the problems of countries with economies in transition. It provides a set of recommendations and policy options to stimulate innovation activity in the country, enhance its innovation capacity and improve the overall efficiency of the national innovation system.

The world's prevalent economic model, based on a 'take-make-use-dispose' approach, cannot maintain and raise human standards of living without causing environmental degradation and incurring economic risks. Decoupling economic activity from the increasing demand for natural resources could be done through circular, bio-based economy approaches leading to a regenerative growth model, allowing humankind to reduce its environmental footprint on the planet. The forest sector, situated in both the biological and technical cycles of a circular economy, is well suited to embrace a circular, bio-based economic model. However, challenges in the overall circularity of forest-based value chains persist as a result of the sector's traditional means of operation. To ensure the sustainability of the forest-based value chains, continuous consideration and coordination of circularity at all stages of the value chains are needed. This study analyses the existing and possible limitations to circular approaches in forest-based industries, namely the woodworking industry, the furniture industry, the paper and pulp industry as well as industry using cellulose-based fibres and cellulose-based plastics. The analysis provides evidence that not all circular approaches are sustainable under all circumstances. In some cases, the focus on circularity may cause environmental externalities, in other cases, it may not guarantee economic viability. While the transition to a circular, bio-based economy can be facilitated by a legislator, the process will need to develop organically, based on the location of industries, proximity to available (waste) resources and consumer preferences.

The report examines how African countries can work towards diversifying their exports by identifying feasible and innovative mechanisms for investment and trade policies to drive incentives to divert economic activities into transformative sectors. It aims to equip African governments and development partners with knowledge on how to diversify exports and promote structural transformation through the services sector, financial services, and private businesses, underpinned by capable, inclusive, and accountable institutions at the national, regional, and global levels.

The report aims to present a measurement framework for collecting and interpreting information on the adoption of new and emerging technologies by business sector firms in developing countries. Such framework is needed due to the existing data limitations and lack of information on the patterns of adoption and use of frontier technologies in productive sectors in developed and developing countries, which may be very uneven and partial even in the most advanced countries. More information is needed in terms of what sectors are adopting frontier technologies, which parts of different value chains, and what kinds of firms are adopting them and how extensively they are diffused in the economy. Information is also needed about the firms using frontier technologies in terms of such characteristics as their batch size and the standardization of their products. That information is critical to inform STI policies aiming to promote the use, adoption and adaptation of frontier technologies in developing countries.

The central question for this year's report is how governance systems can evolve to better address the systemic risks of the future. In today’s crowded and interconnected world, disaster impacts increasingly cascade across geographies and sectors, as the COVID-19 pandemic and climate change are rapidly making clear. Despite progress, risk creation is outstripping risk reduction. Disasters, economic loss, and the underlying vulnerabilities that drive risk, such as poverty and inequality, are increasing just as ecosystems and biospheres are at risk of collapse. The report highlights that a) the climate emergency and the systemic impacts of the COVID-19 pandemic point to a new reality; b) understanding and reducing risk in a world of uncertainty is fundamental to achieving genuinely sustainable development; and c) the best defense against future shocks is to transform systems now, to build resilience by addressing climate change, and to reduce the vulnerability, exposure, and inequality that drive disasters.

The report finds a development conundrum. Despite people on average living longer, healthier, and wealthier lives, these advances have not succeeded in increasing people’s sense of security. This is true for countries right across the development spectrum, with perceptions of insecurity worsening most in several high-income countries, even before the Covid-19 pandemic. The report links new threats with the disconnect between people and planet in pursuit of development, arguing that they are deeply entwined with increasing planetary pressure.

The Asia-Pacific Sustainable Development Journal (APSDJ) is a rebranded publication issued by the Economic and Social Commission for Asia and the Pacific (ESCAP). It builds on the success of two former ESCAP journals - the Asia-Pacific Population Journal (APPJ), launched in 1986, and the Asia-Pacific Development Journal (APDJ), launched in 1994. During the COVID-19 pandemic, digital frontier technologies such as artificial intelligence and big data analytics, amongst others, have been mobilized to fight against the pandemic. But it is also important that digital technologies serve the needs of the Sustainable Development Goals. This report reviews the status of digital frontier technologies in the Asia-Pacific region. It stresses that the policy framework for the next generation of technology and innovation should focus on creating an enabling environment for digital frontier technologies to positively impact economy, society, and environment; and to reduce inequalities.

The Asia-Pacific region has been leading the global economic growth over the past few decades. However, rapid economic growth without sufficient inclusiveness is now constraining the region's future economic and broader development prospects. The COVID-19 pandemic has further revealed the vulnerability of the region due to lack of inclusiveness. The Survey 2021 estimated that 89 million people could have been pushed back into extreme poverty in the region due to COVID-19, contributing to an already increasing trend in income inequality in Asia and the Pacific. Going forward, concerns over a "K-shaped" economic recovery, both within and across countries, and the desire to ensure that the post-pandemic recovery is consistent with long-term inclusive development are broadly shared among policy makers and experts, as revealed during policy dialogues organized to disseminate the messages of Survey 2021. Additionally, international commitment to inclusive development, as manifested in the 2030 Agenda for Sustainable Development, is pushing distributional issues to the forefront of global policy agenda. With a focus on the role of economic policies in promoting inclusive development, the Economic and Social Survey of Asia and the Pacific 2022 will analyze the importance of effective government actions and the role of fiscal, monetary/financial and structural policies in enhancing inclusiveness, keeping in view the considerable impacts of COVID-19 on inclusiveness and inequality.

The tenth edition of the report on Assessing Regional Integration in Africa (ARIA X) is on the theme: "Africa's services trade liberalization and integration under the AfCFTA". The report seeks to deepen understanding and appreciation of the critical role of services to trade, production and the economy in Africa. It critically analyzes the types of approaches to liberalization of trade in services and regional regulatory cooperation under the AfCFTA, which have the most potential to support Africa's development, including through the enhancement of intra-African trade in services, enabling of better and more effective integration into regional and global value chains, the enforcement of both public and privates sector capacities and overall greater competitiveness in an increasingly digitalizing global economy.
