During the 1980s, millions of ordinary individuals around the world mobilized in support of nuclear disarmament. Although U.S. President Ronald Reagan and Soviet General Secretary Mikhail Gorbachev were not part of these grassroots movements, they too wanted to eliminate nuclear weapons. Nuclear abolitionism was a diverse and global phenomenon. In Dreams for a Decade, Stephanie L. Freeman draws on newly declassified material from multiple continents to examine nuclear abolitionists' influence on the trajectory of the Cold War's last decade. Freeman reveals that nuclear abolitionism played a significant yet unappreciated role in ending the Cold War. Grassroots and government nuclear abolitionists shifted U.S. and Soviet nuclear arms control paradigms from arms limitation to arms reduction. This paved the way for the reversal of the U.S.-Soviet nuclear arms race, which began with the landmark 1987 Intermediate-Range Nuclear Forces Treaty. European peace activists also influenced Gorbachev's "common European home" initiative and support for freedom of choice in Europe, which prevented the Soviet leader from intervening to stop the 1989 East European revolutions. These revolutions ripped the fabric of the Iron Curtain, which had divided Europe for more than four decades. Despite their inability to eliminate nuclear weapons, grassroots and government nuclear abolitionists deserve credit for playing a pivotal role in the Cold War's endgame. They also provide a model for enacting dramatic, positive change in a peaceful manner.
During the country's dictatorship from 1973 to 1985, Uruguayans suffered under crushing repression, which included the highest rate of political incarceration in the world. In Of Light and Struggle, Debbie Sharnak explores how activists, transnational social movements, and international policymakers collaborated and clashed in response to this era and during the country's transition back to democratic rule. At the heart of the book is an examination of how the language and politics of human rights shifted over time as a result of conflict and convergence between local, national, and global dynamics. Sharnak examines the utility and limits of human rights language used by international NGOs, such as Amnesty International, and foreign governments, such as the Carter administration. She does so by exploring tensions between their responses to the dictatorship's violations and the grassroots struggle for socioeconomic rights as well as new social movements around issues of race, gender, religion, and sexuality in Uruguay. Sharnak exposes how international activists used human rights language to combat repression in foreign countries, how local politicians, unionists, and students articulated more expansive social justice visions, how the military attempted to coopt human rights language for its own purposes, and how broader debates about human rights transformed the fight over citizenship in renewed democratic societies. By exploring the interplay between debates taking place in activists' living rooms, presidential administrations, and international halls of power, Sharnak uncovers the messy and contingent process through which human rights became a powerful discourse for social change, and thus contributes to a new method for exploring the history of human rights. By looking at this pivotal period in international history, Of Light and Struggle suggests that discussions around the small country on the Río de la Plata had global implications for the possibilities and constraints of human rights well beyond Uruguay's shores.

In A Constitutional Culture, Adrian Chastain Weimer uncovers the story of how, more than a hundred years before the American Revolution, colonists pledged their lives and livelihoods to the defense of local political institutions against arbitrary rule. With the return of Charles II to the English throne in 1660, the puritan-led colonies faced enormous pressure to conform to the crown's priorities. Charles demanded that puritans change voting practices, baptismal policies, and laws, and he also cast an eye on local resources such as forests, a valuable source of masts for the English navy. Moreover, to enforce these demands, the king sent four royal commissioners on warships, ostensibly headed for New Netherland but easily redirected toward Boston. In the face of this threat to local rule, colonists had to decide whether they would submit to the commissioners' authority, which they viewed as arbitrary because it was not accountable to the people, or whether they would mobilize to defy the crown. Those resisting the crown included not just freemen (voters) but also people often seen as excluded or marginalized such as non-freemen, indentured servants, and women. Together they crafted a potent regional constitutional culture in defiance of Charles II that was characterized by a skepticism of metropolitan ambition, a defense of civil and religious liberties, and a conviction that self-government was divinely sanctioned. Weimer shows how they expressed this constitutional culture through a set of well-rehearsed practices--including fast days, debates, committee work, and petitions. Equipped with a ready vocabulary for criticizing arbitrary rule, with a providentially informed capacity for risk-taking, and with a set of intellectual frameworks for divided sovereignty, the constitutional culture that New Englanders forged would not easily succumb to an imperial authority intent on consolidating its power.
"Death and the Body in the Eighteenth-Century Novel demonstrates that archives continually speak to the period's rising funeral and mourning culture, as well as the increasing commodification of death and mourning typically associated with nineteenth-century practices. By drawing on a variety of historical discourses-such as wills, undertaking histories, medical treatises and textbooks, anatomical studies, philosophical treatises, and religious tracts and sermons-this study contributes to a fuller understanding of the history of death in the Enlightenment and its narrative transformation. As of yet, no single study has collected copious material and literary examples of death and mourning in the period"--
"The Panama Canal was realized as much through the exploitation of a racialized class of workers as it was by American ingenuity. What is less visible, and less understood, is the project's dependence on the domestic and care labor of Black migrant women, who were paid in silver rather than the gold that white workers received. The Silver Women shifts the focus of this monumental endeavor to the West Indian women who travelled to Panama, inviting readers to place women's intimate lives, choices, grief, and ambition at the center of the economic and geopolitical transformation created by the construction of the Panama Canal and U.S. imperial expansion. The Silver Women argues that Black West Indian women made the canal construction possible by providing the indispensable everyday labor of social reproduction. West Indian women built a provisioning economy that fed, housed, and cared for the segregated Black West Indian labor force, in effect subsidizing the construction effort and its racial calculus. But while also subject to racial discrimination and segregation, West Indian women mostly worked outside the umbrella of U.S. canal authorities. They did not hold contracts and had little access to official services and wages. From this position, they found ways to skirt, and at times subvert, the legal, moral, and economic parameters imperial authorities sought to impose on the racialized migrant workforce. West Indian women developed important strategies of claims-making, kinship, community building, and market adaptation that helped them navigate the contradictions and violence of U.S. empire. In the meantime, these strategies of social reproduction nurtured further West Indian migrations, linking Panama to places like Harlem and Santiago de Cuba. The book is thus a history of Black West Indian women's labor of social reproduction as integral to U.S. imperial infrastructure, the global Caribbean diaspora, and women's own survival"--

If politics is about the state, can a stateless people be political? A Nation of Veterans examines how the United States created the world¿s most generous system of veterans¿ benefits. Though we often see former service members as an especially deserving group, the book shows that veterans had to wage a fierce political battle to obtain and then defend their advantages against criticism from liberals and conservatives alike. They succeeded in securing their privileged status in public policy only by rallying behind powerful interest groups, including the Veterans of Foreign Wars, the Disabled American Veterans, and the American Legion. In the process, veterans formed one of the most powerful movements of the early and mid-twentieth century, though one that we still know comparatively little about.In examining how the veterans¿ movement inscribed martial citizenship onto American law, politics, and culture, A Nation of Veterans offers a new history of the U.S. welfare state that highlights its longstanding connection with warfare. It shows how a predominantly white and male group such as military veterans was at the center of social policy debates in the interwar and postwar period and how women and veterans of color were often discriminated against or denied access to their benefits. It moves beyond the traditional focus on the 1944 G.I. Bill to examine other important benefits like pensions, civil service preference, and hospitals. The book also examines multiple generations of veterans, by shedding light on how former service members from both world wars as well as Korea and the Cold War interacted with each other.This more complete picture of veterans¿ politics helps us understand the deep roots of the military welfare state in the United States today.
In many rapidly urbanizing countries in Africa, Asia, and Latin America, local politics undermines the effectiveness of urban planning. Politicians have incentives to ignore formal urban plans and sideline planners, and instead provide urban land and services through informal channels in order to cultivate political constituencies (a form of what political scientists refer to as ¿clientelism¿). This results in inequitable and environmentally damaging patterns of urban growth in some of the largest and most rapidly urbanizing countries in the world. The technocratic planning solutions often advocated by governments and international development organizations are not enough. To overcome this problem, urban planners must understand and adapt to the complex politics of urban informality.In this book, Chandan Deuskar explores how politicians in developing democracies provide urban land and services to the urban poor in exchange for their political support, demonstrates how this impacts urban growth, and suggests innovative and practical ways in which urban planners can try to be more effective in this challenging political context. On March 23, 1849, Henry Brown climbed into a large wooden postal crate and was mailed from slavery in Richmond, Virginia, to freedom in Philadelphia, Pennsylvania. ¿Box Brown,¿ as he came to be known after this astounding feat, went on to carve out a career as an abolitionist speaker, actor, magician, hypnotist, and even faith healer, traveling the United States, the United Kingdom, and Canada until his death in 1897.The Many Resurrections of Henry Box Brown is the first book to show how subversive performances were woven into Brown¿s entire life, from his early days practicing magic in Virginia while enslaved, to his last shows in Canada and England in the 1890s. It recovers forgotten elements of Brown¿s history to illustrate the ways he made himself a spectacle on abolitionist lecture circuits via outlandish performances, and then fell off these circuits and went on to reinvent himself again and again. Brown¿s stunts included creating a moving panoramic picture show about his escape; parading through the streets dressed as a ¿Savage Indian¿ or ¿African Prince¿; convincing hypnotized individuals that they were sheep who would gobble down raw cabbage; performing magic, dark séances, and ventriloquism; and even climbing back into his ¿original¿ box to jump out of it on stage.In this study, Martha J. Cutter analyzes contemporary resurrections of Brown¿s persona by leading poets, writers, and visual artists. Both in Brown¿s time and in ours, stories were created, invented, and embellished about Brown, continuing to recreate his intriguing, albeit fragmentary and elusive, story. The Many Resurrections of Henry Box Brown fosters a new understanding not only of Brown¿s life but of modern Black performance art that provocatively dramatizes the unfinished work of African American freedom.
It is a sign of the accepted evidentiary status of photographs that historians regularly append them to their accounts, Amos Morris-Reich observes. Very often, however, these photographs are treated as mere illustrations, simple documentations of the events that transpired. Scholars of photography, on the other hand, tend to prioritize the photographs themselves, relegating the historical contexts to the background. For Morris-Reich, however, photography exists within reality; it partakes in and is very much a component of the history it records. Morris-Reich examines how photography affects categories of history and experience, how it is influenced by them, and the ways in which our understanding of the relationship between history and photography can be theorized and reoriented.Morris-Reich here turns to five twentieth-century cases in which photography and Jewish history intersect: Albert Kahn¿s utopian attempt to establish a photographic archive in Paris in order to advance world peace; the spectacular failed project of Helmar Lerski, the most prominent photographer in British Mandate Jewish Palestine; photography in the long career of Eugen Fischer, a Nazi professor of genetics; the street photography of Robert Frank; and the first attempt to introduce photography into the study of Russian Jewry prior to World War I, as seen from the post-Holocaust perspective of the early twenty-first century. From 1994 to 2006, William F. Schulz headed Amnesty International USA. Constructing Gardens, Cultivating the City is the first cultural history of major new parks developed in Paris in the late twentieth century, as part of the city's program of adaptive reuse of industrial spaces. Thanks to laws that gave the city more political autonomy, Paris's local government launched a campaign of park creation in the late 1970s that continued to the turn of the millennium. The parks in this book represent this campaign and illustrate different facets of their cultural and historical context. Archival research, interviews, and analyses of the parks reveal how postmodern debates about urban planning, the historic city, public space, and nature's presence in an urban setting influenced their designs. In sum, the city adopted the garden as a model for public parks, investing in complex, richly symbolic and representational spaces. These parks were intended to represent contemporary twists on traditional designs and serve local residents as much as they would contribute to Paris's role as a world city. The parks' development process often included points of conflict, pointing to differing views on what Parisian space should represent and fundamental contradictions between the characteristics of public space and the garden as it is traditionally defined. These parks demonstrate the ongoing cultivation of the city over time, in which transformed sites not only fulfil new functions but also engage with history and their surroundings to create new meaning. They stand for landscape as a form of signifying cultural production that directly engages with other art forms and ways of knowing. Just as the Luxembourg Gardens, the Tuileries, and the Buttes-Chaumont parks exemplify their eras' cultural dynamics, such parks as the Jardin Atlantique, Parc André-Citroën, and the Jardin des Halles express contemporary French culture within the archetypal space of their era, the city. Finally, they point the way to current trends in landscape architecture, such as citizen gardening and ecological initiatives.

"With Let the Wind Speak, Carol Loeb Shloss creates a compelling portrait of a complex relationship of a daughter and her literary-giant father. The pair is Ezra Pound and Mary de Rachewiltz, Pound's child by his long-time mistress, the violinist Olga Rudge. Brought into the world in secret and hidden in the Italian Alps at birth, Mary was raised by German peasant farmers, had Italian identity papers, a German-speaking upbringing, Austrian loyalties common to the area and, perforce, a fascist education. For years, de Rachewiltz had no idea that Pound and Rudge, the benefactors who would sporadically appear, were her father and mother. Gradually the truth of her parentage was revealed, and with it the knowledge that Dorothy Shakespear, not Olga, was Pound's actual wife. Dorothy, in turn, kept her own secrets: while Pound signed the birth certificate of her son, Omar, and claimed legal paternity, he was not the boy's biological father. Two lies, established at the birth of these children, created a dynamic antagonism that lasted for generations. Pound maneuvered through it until he was arrested for treason after World War II and shipped back from Italy to the United States, where he was institutionalized rather than imprisoned. As an adult, de Rachewiltz took on the task of claiming a contested heritage and securing her father's literary legacy in the face of a legal system that failed to recognize her legitimacy. "Born on different continents, separated by nationality, related by natural birth, and torn apart by conflict between Italy and America," Shloss writes, "Mary and Ezra Pound found a way to live out their deep and abiding love for one another." Let the Wind Speak Shloss sees the book as both a history of modern writers who were forced to negotiate allegiances to one another and to their adopted countries in a time of mortal conflict and the story of Mary de Rachewiltz's navigation through issues of personal identity amid the shifting politics of western nations in peace and war. "Defensive Relativism describes how governments around the world use cultural relativism in legal argument to oppose international human rights law. Defensive relativist arguments appear in international courts, at the committees set up by human rights treaties and at the United Nations Human Rights Council. The aim of defensive relativist arguments is to exempt a state from having to apply international human rights law, or to stop international human rights law evolving, because it would interfere with cultural traditions the state deems important. It is an everyday occurrence in international human rights law and defensive relativist arguments can be used by all sorts of states. The end goal of defensive relativism is to allow a state to appear human rights compliant whilst at the same time not implementing international human rights law. Drawing on a range of materials, such as state reports on the Convention on the Elimination of all forms of Discrimination Against Women (CEDAW) and cases from European Court of Human Rights involving freedom of religion, this book provides a definitive survey of defensive relativism. Crucially defensive relativism is not about alternate practices of human rights law, or debates about the origins or legitimacy of human rights as a concept. Defensive relativism is instead a variety of tactical argument used by states to justify ignoring international human rights law. Yet as this book concludes, defensive relativism can't be removed from the law as it is a reflection of unresolved tensions about the nature of what it means for rights to be universal"--
