A performance evaluation model to support the management of the allocation of people based on the demand for knowledge, skills and aptitudes when developing their projects, using the Multicriteria Constructivist Decision Support method (MCDA-C) as an intervention tool. This is an exploratory study with a qualitative and quantitative approach. In the end, it made it possible to identify: (i) three major dimensions of concern for the manager for whom the model was built; (ii) 80 criteria that represent the concerns associated with the manager's values (iii) construct ordinal and cardinal scales for each criterion with their reference levels and carry out the integration through compensation rates; and for the Fundamental Viewpoint - Management: (iv) carry out and evaluate the diagnosis of the current situation of the alternative analysed in 63 points, on a cardinal scale; and (v) present the model with proposed improvement actions that raised its evaluation to 73.
