In this address delivered at Western Reserve University, Cook sheds light on the underground political organizations that flourished in the Southern states during the period of Reconstruction. He argues that these secret societies, which sought to undermine the Republican Party and the rights of African Americans, were a serious threat to democracy and the rule of law.
