This book explores the wide-ranging interventions of the World Bank in severely indebted African states. Graham Harrison investigates the politics of governance reform and the modes of external intervention in the institutions and processes of government in Africa. He provides a detailed examination of the three key issues which shape governance reform: the outcomes of economic liberalization; the degree of political stability; and the extent to which the governing elites of a particular debtor state establish close and cooperative relations with external agencies.
