New York State Reservist Sergeant Robert Gaines, along with his NYPD partners Sergeant Tom Banks and Officer Pete Gallagher, and a United Nations security officer, Lieutenant Daniel Soto, must face all odds in their rescue attempt to save as many people in Manhattan from the threat of a nuclear attack on the city.
With the help of a wealthy Wall Street Broker, Michael Giordano, his family, and other resources, they develop an ingenious full-proof escape plan using the city's underground transportation system and waterways.
